thanks for the fast replies from John Lanier, Thomas Hummel, Jan Mark
Holzer and Johan Brusche. They all pointed out to change the link in
/etc/zoneinfo which was pointing in my case to EST to
/etc/zoneinfo/localtime -> /etc/zoneinfo/MET
This solved the issue.

PS: The remaining question still is why did the timezone command not work...
I got a new ES47 with Tru64 V5.1B (Patch Kit applied)
#date shows
Tue Feb ... EST 2004
To change it with timezone to MET does not work, it stays with EST
I don't have the problem with an older system also V5.1B (unpatched)
Is there another way to change it besides timezone to change it?
