Thanks to Chris Bryant, Sreeni, Venkatesh, Peter, Tom and others who helped

Truss is available in tru64 if you have the extended system V software
install that you get from your associated products disk. When loaded it is
in /usr/opt/svr4/usr/bin.

If you are running a current supported product version (in other words,
V5.1A or V5.1B), then there is a System V Extensions software set on the
Associated Products CDROM media in the product kit that contains "truss" and
a wide variety of other SVR4 compatible components, and in V5.1x they are
licensed with the base operating system, so you do not need a separate
license to use them. In older versions of the product (back when it was
Digital UNIX V4.x) the SVE stuff was NOT a part of the base product and
required a separate license.
So, if you are running the current version, go find your media kit and load
up the ESVFBINnnn and ESVFMANnnn subsets and you'll have a lot of the SysV
stuff from Solaris.
