Kernel Parameters not setting

Thanks to all who responded (list too long). It turns out that the smoking
gun was our boot partition in our cluster was pointing to the wrong disk.
The system would still boot (off the factory installed disk) however since
the /etc/sysconfigtab file we were changing was the wrong one the kernel
parameters were not taking effect.
