Running fixfdmn on root

Is it possible to run fixfdmn on root, and if so, how? I have an
Alphaserver 1000A running Tru64 5.1A. I replaced the root disk about two
weeks ago and now it's inaccessible again. I doubt that we've actually lost
the disk again so soon. Please send responses to laura.eilers_at_mci.com
