Password changing problem

I'm running Tru64 UNIX V5.1B (Rev. 2650) on an HP AlphaServer ES47 and
we're patched up-to-date. I have a CGI program that allows users to change
their password and this has worked perfectly until a few months ago. Now
we're getting increasing numbers of complaints when users get the error

        Password not changed: Failed to write protected password entry.

According to /etc/auth/system/default, our newcrypt value is 0 (bigcrypt).
I've heard that there are issues with using C1Crypt but that doesn't seem
to be the case here. These same folks can telnet to the box, login, and
change their password without incident. Any ideas what can be done to
correct this? Thanks in advance.
