Slow time for non-root users

The system is an ES47 running tru64 5.1b with pk3. It seems that whenever I run a command in non-root user it is slow, while the root doesn't have such kind problem.

Following is an example when running in both root and non-root users.

root:

# time uptime
15:35 up 4:46, 4 users, load average: 1.06, 0.81, 0.80

real 0.0
user 0.0
sys 0.0

Non-root:
/home/pant> time uptime
15:35 up 4:46, 3 users, load average: 0.79, 1.07, 1.01

real 0m8.01s
user 0m0.00s
sys 0m0.01s

The real time for latter is 8 seconds, much larger than the root. And it is same for other commands.
