the answer is to use the followin as a root :
#dop -a AccountManagement useradd_script "/usr/sbin/useradd *"
#dop -W
login as user1 issue:
$dop useradd_script -u ... -g ... ......... newuser

Looks like the arguments used with the 'useradd' command is wrong. Did you
try invoking the same command as a normal/super user?

I try to use the dop to give some users priviliges,
when adding the /usr/sbin/useradd :groupadd to the "AccountManagement"
as:
#dop -a AccountManagement /usr/sbin/useradd
#dop -a AccountManagement /usr/sbin/groupadd
and add the user1 to "AccountManagement"
then I login using user1 then issue :
$dop useradd -g 223 -d /usr/users/user1 .....
the system always display the :
Usage: useradd [-u uid [-o]] [-c comment] [-g login_group]
[-G group[,group...]] [-H home_dir] [-d dir [-m]]
[-s shell] [-t type] [-p] [-R] [-P] [-x extended_options]
login
Refer to the man page for a listing of extended options
while when add the adduser it work,
please advise.
