this is a summary without a question because I wanted to share some
useful information which I couldn't find in the archives.
The problem was how to work with the KZPAC offline management utility
which can be found here:

over a remote serial console (e.g. a standard serial console via a
Lantronix LRS-16F serial concentrator) in particular using an XTerm as
the console. If you use a standard XTerm then the fonts for all the
pretty line-drawing characters is completely wrong and can confuse
quite a bit since it turns them into 8-bit accented characters.
The solution is to use the X11 font which was developed for use with
dosemu, an MS-DOS emulator for Linux (and other i386 free *nixes). It
can be downloaded, amongst other places, from:

as part of the dosemu package. The relevant files normally live in:
/usr/X11R6/lib/X11/fonts/misc/vga10x20-cp866.pcf.gz
/usr/X11R6/lib/X11/fonts/misc/dosemu-vga11x19.pcf.gz
/usr/X11R6/lib/X11/fonts/misc/vga.pcf.gz
/usr/X11R6/lib/X11/fonts/misc/vga-cp866.pcf.gz
and to use them you simply invoke the XTerm for use as the remote
console with:
xterm -fn -dosemu-vga-medium-r-normal--20-200-75-75-c-100-ibm-cp437
then within the XTerm all the line characters used by ARC and in
particular the KZPAC offline management utility will be perfect.
