Thanks to Olle Eriksson, Iain Barker and James Sainsbury for some
great information that I will file away.
As it turns out, the problem was due to a problem with the patch kit
6 installation. As I understand the error, it tried to install more patches
than the tar command could handle on its command line, and so they didn't
get unpacked and none were installed. I had thought that the patch install
had completely aborted, and I installed patch kit 4, but it must have made
some changes to the system that kept the network from working.
I could possibly have backed out the patch kits, but it was easier
to reinstall the operating system and use patch kit 4.
