Hi Managers,

Thanks to George Cox, Steve Hagan, Andrew Macneil, Eugene (from Yahoo), John
Lanier and Kevin Fleming.

It turns out there's a line in /var/adm/utmp that specifies the current
run-level. If this line is deleted or corrupted then 'who -r' will fail to
obtain the current run-level info. Best solution is to restore your
/var/adm/utmp file from backup.

If you don't have a backup there's an ITRC entry found at
http://forums1.itrc.hp.com/service/forums/questionanswer.do?threadId=1051561&admit=-682735245+1170853791440+28353475
which explains how to recover your run-level entry from /var/adm/wtmp. The
ITRC entry is for HP-UX but the tool exists for Tru64 - just substitute
/etc/utmp with /var/adm/utmp.

Regards,
Bobby
