I doubt this has anything to do with your problem, but you should never modify
/sbin/rc3.d on an OSF box. You should create a file in rc3.d named e.g.
S89arclmgr, and it will be executed by rc3 automatically. The convention
for file names in that directory is that they start with a capital "S"
followed by a two digit sequence number followed by the name of the thing
they start.
