Idle process consuming large amounts of memory

I am running OSF/1 3.0 on a 3000/800 with 256M of RAM .

Today the performance of this system started fluctuating wildly. With
about 100 users and about 300 processes I am seeing the load go from
less than 1.00 to as high as 27.00. I am not able to establish that
anything the users are doing is causing this.

However, I did notice that the idle process is running a lot (I wouldn't
think it should run at all if jobs are in the run queue) and the virtual
memory size associated with it at last check was 449M and the resident
memory size was 41M. The memory consumption seems to be growing.

I checked the osf-managers archives and found that some people had
concerns in early versions of OSF about idle process memory useage but,
no clear responses were posted, it seemed to be just speculation.
