Hey!
I had the same problem on 2100 with OSF/1 3.0, and the changes
were not as simple as editing /etc/termcap. I had to change some
files describing screen and keyboard that are part of the kernel!
This was the only solution that worked for the 2100 console, but,
imagine that, it simultaneously helped with terminals connected via
serial ports and with some xterm rlogins.
I wonder where all this comes from, but will post a summary if
someone requests.
