We have an AlphaServer 4/200 (sable) unit running OSF 3.0 with an EISA
ethernet card factory-installed at tu0.
We can't get tcpdump (the one shipped with that system's version of OSF/1)
to work on the ethernet interface, no matter what we do.
We built the kernel with the PACKETFILTER, 
We did a MAKEDEV pfilt, etc, 
We put the interface into promisc mode (#ifconfig tu0 promisc)
... and still it doesn't work:
# tcpdump
tcpdump: pfopen: tu0: No such device
tcpdump: your system may not be properly configured; see "man packetfilter"
# 
        Oh yeah ?:
# ifconfig tu0               
tu0: flags=d63<UP,BROADCAST,NOTRAILERS,RUNNING,PROMISC,MULTICAST,SIMPLEX>
