Error 13 is:
grep 13 /usr/include/errno.h
#define EACCES 13 /* Permission denied */
You've got a permission problem. Check the .rhosts files and so forth.
(One possible cause is a slow nameserver - make sure that the server has
all the clients in it's /etc/hosts file.)
