UUCP error: No Devices?

I have followed the instructions to setup a uucp link (via TCP) between two
local hosts, including modified the following files on both hosts:
        /etc/inetd.conf
             passwd
        /etc/uucp/Systems
                Permissions
                Devices
                Poll

But when I issue command uucp host2!/tmp/try /tmp/try2
the "uulog" says something like "NO DEVICES"

Any clues?
