where do you set the login message ?

Hi, sorry if this seems trivial. But where does one set the message that
appears *above* the login prompt ?

I want to have a warning message about attempting to break in to
appear before they try to login.

is it in /etc/gettydefs ?

I tried modifying the so called message field (the one for
console) but when I tried a login it was the same.

Did I just need to restart something ?
