Thanks to everyone that replied. My original question was:

I am new at OSF/1 system administration and I need to find out if there is a
way to change the login shell for the root user and other users as well;
once an initial shell was defined when the user account was created. I
modified the /etc/passwd file to reflect the new shell, however, the new
shell was not invoked when the user logged back in after the modification was
made. Am I missing something else in order for the new shell to be invoked?
On the system is OSF/1 v1.3

To solve this problem the command 'chsh' can be executed. Another method is
to execute 'mkpasswd -v /etc/passwd' after using a text editor to manually
modify the /etc/passwd file. A third method is to use the editor 'vipw' to
edit the /etc/passwd file and when done editing the program will
automatically rebuild the database when you exit it.

Thanks again to all who replied.
