I had said that I had problems getting more than 2-3 users running on
our OSF/1 systems. A few people pointed out that I need the OSF-USR
PAK to do this, but it was loaded..

I found the license OSF-BASE-IMPLICIT-USER to be loaded, so I did the
following on all of our machines:
lmf delete OSF-USR DEC OSF-BASE-IMPLICIT-USER
lmf load 100 OSF-USR
lmf reset
and this appears to work.
