site exec

Hello,
ftp under OSF 3.0 does not allow a remote system to issue
"site exec foo". Please note that the "site exec foo" does work
in reverse, i.e. OSF system can send the command to a remote
host.

Is there a public domain version of "ftp" which accepts "site
exec"?
