My original questions and very abbreviated answers:

No. Sendmail v8 use a lot of m4 files to define most of the features used
in standart config. You just have to write a .mc file (actually in m4)
which describe which feature you want to use. Have a look in the sendmail
op guide and in the README file in the sendmail/cf directory, almost
everything is explained.
Well, last comment is true if you *DO NOT* run decnet. Sendmail v8 m4
config does *NOT* include decnet support. If you use decnet, you will either
have to tweak the .cf file (not recommended since .cf are automatically
rebuild when you modify the .mc file or upgrade) or tweak the .mc file
(local mods to rulesets). Maybe you will need to do some more work (rewrite
.cf file ?)

do a 'make install-sendmail' and then 'sh /sbin/init.d/sendmail restart'

Use 8.6.11
First off, you should run 8.6.11 rather than 8.6.10 because it does
fix a problem with running the Berkeley DB code on Alphas. The
Berkeley DB code can be used for alias tables and various other
tables that sendmail can make use of.
There are no known bugs in v8.6.11 - yet.
Improvements include better IDENT handling, 64 bit fixes for makemap
and less paranoia when handling messages from Pine.
