Indeed, stupid was the operative word. /sbin/swapdefault (*not*
/usr/sbin/swapdefault) had been re-installed when we upgraded that
machine to OSF/1 V3.2. This caused the swap problems.
A jolly round of "Uh-Duh" to all who corrected my /usr/sbin -> /sbin problem
