Most people suggest tcp-wrapper will do it.
I have got the package and installed it, and it works fine.
The package can be ftp'd from
ftp.cert.org:/pub/tools/tcp_wrappers
ftp.win.tue.nl:/pub/security
ftp.pk.edu.pl:/pub/network/tcp_wrappers_7.1.tar.gz
