Is there a virtual "halt" button on a 200 4/166.
There is, I am told over the phone, no physical halt button
as on the 300lx. A local admin is in the loop where
his machine is set to boot to multiuser mode, but he
messed it up so it won't come up.

No, unplug the boot drive and power up. The next stop will be the console.

I was really ticked off when I discovered this design misfeature.
The only way I know is to unplug the system disk so the boot fails.
(i.e. open up the box and unplug the power from the drive)

There is a reset button on the front middle of the system. It
functions like the little blue button on the back of the 3000/300's
under the SCSI connector.
(editor: not on the one we have I am told (remote system, no local docs)
I asked Paul what might explain this variation; redesign in
mid production, overworked sleepless grad student sysadmin,
poor communication skills, but so far, no reply)

Have you tried disconnecting the boot drive? I don't remember exactly
what happens, but it might drop you back at the chvron prompt after
trying to boot a disk that no longer exists.
