vxt2000 Xterminal under OSF/1 (aka Digital Unix) v3.0

I recently upgraded from OSF/1 v1.3 to {OSF/1,Digital Unix} v3.0 and
recompiled the vxt (v2.1) software necessary for controlling a vxt2000
Xterminal. The installation went OK--but the terminal responds with the
following sequence upon booting

IP..
Host: (correct IP address of the workstation)

?TFTP 1

MOP V4...

MOP V3...

IP..
Host; (as above)

?TFTP 1

MOP V4... <VXTLDR1>
MOP V3... <VXTLDR1>
while the /var/X11/xdm/xdm-errors file reports that client was rejected by
local host

I added the line

IP address of Xterminal IP address of workstation

to the /var/X11/xdm/Xaccess file but to no avail.

What am I missing? I'd never seen this problem in v. 1.3
