sysconfig

Trying to install FASTech software on V3.2a, and part of the installation
requires the use of sysconfig and sysconfigdb.

The instructions say to copy srr.mth and srr.mod to /subsys, then run
/sbin/sysconfigdb -f $CELLworks/etc/srr.stf -a srr.

This seemed to work, because an entry shows up in /etc/sysconfigtab.

But the next step dies. It says to run

/sbin/sysconfig -c srr

and here's what happens.

# sysconfig -c srr
method failed to perform preconfiguration
subsystem error: Not owner
#

I don't know much about the sysconfig stuff, but something seems to be
configured wrong. I am stuck here, any advice?
