Fair and accurate accounting unit

hello!

we are running a 2100 4/275 batch-server (OSF/1) with NQS for our and a
few other departments.
We hoped to get around without detailed user-accounting but this was
too optimistic...

1) We would like to know how to define a reasonably accurate
measure of system resources usage (CPU, memory etc.). No real money is
involved in the use of our system by others, but we want to ensure a fair
share in the resources to everybody.

2) any hints to existing accounting scripts would be most wellcome!
