Network Lag -- Really Memory Problem???

I received a number of responses to my posting regarding network lag time:

but Beta still has a *serious* lag time on ftp and telnet.

I decided to take a look at processes, process priorities, etc., and
stumbled onto monitor (which I promptly ftp'd from gatekeeper.dec.com.)
I put it on Alpha and Beta and this is some of what I saw:

Mem: act inact wired free .....

Alpha 12904 4944 7272 1232 .....
Beta 7088 2248 15216 2600 .....

>From Monitor I choose the memory option. The results are as follows:

Alpha:
Physical Memory: 32768 kb
Free Memory: 1688 kb
Active Memory: 12536 kb
Inactive Memory: 4936 kb
Wired Memory: 7192 kb

Beta:
Physical Memory: 32768 kb
Free Memory: 1688 kb
Active Memory: 8048 kb
Inactive Memory: 2960 kb
Wired Memory: 15256 kb

What is "wired" memory and why does BETA have so much of it?

When issuing a ps aux on Alpha and Beta, the entries for the kernel(s)
are as follows:

        ....%cpu %mem VSZ RSS

Alpha 0.0 22.9 167M 6.9M
Beta 2.0 54.3 176M 16M

Is it entirely possible that my "network lag" problem could be occurring
because Beta's kernel is gobbling up half of my memory? I've looked in
the kernel configuration section of the OSF Installation Guide and have
found a section on reconfiguring the kernel, but would like to know what
its current configuration is before I start tinkering with it.
