The problem:

In the end, the environment variables were not to blame. It seems
on this *particular* model, there is a jumper inside the system which
needed to be switched. The system now restarts beautifully.
It also seems to be unique to this system that the AUTO_ACTION
variable can be set to HALT, BOOT or RESTART. The RESTART option
is supposed to boot the system when it has not shutdown cleanly, as
with a power failure, whereas BOOT will not.
Also, I was in error about the BOOT_OSFLAGS variable being pertinent
to VMS systems only. For OSF, it determines the run level the system
will be booted to.
