setting term to vt100 w/ ver3.2

Greetings and salutations:

We have a user who is attempting to connect to a 3000/600 w/ ver3.2 of
Digital Unix via a Xyplex server. When logging in, this error message is
displayed:

Warning: incomplete termcap entry. Editing disabled.

This error message can be repeated when logging in to the system from
another 3000/600 machine and typing: "set term vt100"

My guess is that the Xyplex server is attempting to set the term to
vt100 on login and thus the automatic generation of the error message.

Is the termcap entry for vt100 known to be incomplete in /etc/termcap?

I note from the recent message about printing via LAT and Xyplex servers
that there is some problem with osf expecting the tty group 0 to be enabled.
Is this related? And if so, how to I go about resolving this issue?
