Reverse Telnet (IP) to Terminal Servers

Is there a way to configure ttys to talk to terminal servers (DECserver 90M) on
OSF using TCP/IP instead of LAT. Reverse telnet? Something like:

/usr/sbin/latcp -A -ptty0a -HDECSERVER1 -RPORT_1

in the latstartup.conf file works well. But I want to investigate equivalent
functionality using IP.
