X display permissions in /etc/auth/system/ttys

Has anyone found an intelligent way to deal with X displays
in /auth/system/ttys ?

Having to iterate EVERY SINGLE DAMN X display is a crock of bovine excrement!
This is a university - we want to allow pretty much any X terminal to access
our systems via XDM.

There are wildcards in the "devassign" file, why not for the "ttys" file?

I just don't care about using tty access control and would prefer just to
disable the bloody "feature".

Is there any hope here?
