Can't su to root from any user or any device

Good Afternoon:


   I can telnet in from anywhere as root to our Alpha server but I can't su to
root. I get the message that "you don't have permission to su to root".

   I am running OSF/1 V3.0 with base security. I read man page for su and found
out that there is file called /etc/sia/matrix.conf controls security(base). But
I couldn't find anything in there I can change. Also I looked in to SA book
without any help.

   Will appreciate any help.
