TZK11 Tape Drive

Sorry for the late summary, but I still haven't quite licked the problem.
We have a TZK11 2 Gb tape drive in a StorageWorks box (machine is 3000/300
running 2.0 - yeah, I know...)

Thanks to Craig Hagan, Selden E. Ball Jr, Hellebo Knut, and
alan_at_nabeth.cxo.dec.com for the pointer to run MAKEDEV (BTW- the device
files were all there, but for some reason were raw files)

I've got the device files straightened out now (I think), but any command
to manipulate comes back with "Device busy". I know this is probably
simple, but we're trying to do way too much with a tiny machine and don't
have either hard copy docs or a full load of man pages.
