Security flaw in rshd/rlogind?

I enabled the "-l" flag of rshd and rlogind to disable the .rhosts-files. This
worked. When I uncommented the "NO_PLUS" entry in /etc/hosts.equiv
the effect of the "-l" went away! Have I missed something or is this wrong?

I'm running 3.0B on a 3000/800.
