VMS shell for UNIX (BBC)

Hello,
I have installed the following on my DEC 3000/400 alpha running DEC UNIX 3.O:
BBCBASE101 installed VMS Emulation/Interoperability Base(VMS Emulation and In
teroperability)
BBCEDT614 installed EDT+: extended emulation of VMS EDT(VMS Emulation and In
teroperability)
BBCVCL316 installed VCL: DCL for UNIX and DOS (VMS Emulation and Interoperab
ility)

When I try to use the vsh (/usr/bin/vsh) command to get a "VMS style shell", I
get the message:
%vsh-W-NOERRFILE, couldn't open error message file
  '/usr/lib/bbc/vclmsgs.err'

This apparently did not install with the rest of the kit. Does anyone know
what is wrong? If I get this file, will everything work? I notice that
I do not have the /usr/lib/bbc directory at all, so maybe I am missing more.
I did the setld -l off the VMS Interoperability Tools which comes with new
Alpha systems, but the disk is dated September 1994. I'd love to get this
to work; any info would be appreciated...
