Disk partitioning under the ADVFS.

Hello all,
System:
    AlphaServer 8400 5/300, 4 processors and 4 gigs of memory with aprox 150
gigs of disk space runing Digital Unix 3.2c (OSF/1 v 3.2c)

My problem:
     I am the administrator of the the above machine which is going to be used
for the Internet Technical Computing Contest* which is jointly sponsered by DEC
and the Pittsburgh Supercomputing Center (PSC).
     This machine came with 35 4.3 gig disks and I am planning on using the
ADVFS to utilize all of them.
     In order to make the disks available to the ADVFS I did a:
        disklabel -w -t advfs /dev/rrzxc rz29b
This gave me the following partitions
8 partitions:

  e: 2623488 3155968 unused 1024 8192 # (Cyl. 1396*- 2557*)
  f: 2600624 5779456 unused 1024 8192 # (Cyl. 2557*- 3707*)
  g: 3936256 532480 unused 1024 8192 # (Cyl. 235*- 1977*)
  h: 3911344 4468736 unused 1024 8192 # (Cyl. 1977*- 3707*)

What I would like to do is partition the disk in the following way:
a,b,d,e - 1 gig each
c - the whole disk
f - 2 gigs
g,h - .5 gigs

I should be able to able to do this via disklabel. However, I would also like to
change the disk parameters such that the fragment size and block size are the
same which I can't do via disklabel or tunefs.
I can change the block and fragment size via newfs, though, but this will put a
UFS system on the disk partitions, which I don't want. Is there a way to both
partiton the disks and set the block and frag sizes?

In case anyone is wondering, the reason that I want to do this is that I would
like to give each contestant a .5 or 1 gig quota volume and then increase or
decrease as needed.
