SUMMARY: Terminal Disabled??

My original question is,

Does anyone know why I'm seeing this message after I logon to the system?
This happens intermittently...

Terminal is disabled -- see Account Administrator.
 
and I'm login to the system normally.
 
We're running OSF/1 V3.2A Enhanced Security.

Enter as root into an X session. Run '/usr/tcb/bin/XIsso' from an Xterm.
Select the Devices option. Then select Modify. Then select the terminal
name from which you try to login. Then click the enable/disable button.
(push - disable, pull - enable)

=> This *should* worked normally 'coz it will reset the t_failures entry.
   The DEC engineer feedback that there is a bug in V3.2A that the tty will
   not be locked when it exceeds the t_maxtries.
