Does the sticky bit work ?

I am running a http daemon on my machine, and at times
we have 200 connections. If the sticky bit worked as
advertised, then I would save quite a bit of pointless
swapping.

The man page for chmod explains the history of the sticky
(text) bit, but does not elaborate.
