Q: cap 60pl196 broken after OSF1 3.2c upgrade?

We've just upgraded our alpha boxes to Digital Unix 3.2c (née OSF1).
Since upgrading, cap 60 pl 195 and pl 196 built from scratch both
give:
  open: fta0: No such file or directory
  10:41:16 10/05/95 pi_open: aarp_init: No such file or directory
  init_enet: network initialization failed

Our 195 had been operational for months. Both builds use native
ethertalk.

I remember that this is the same error I got when PACKETFILTER had
been omitted from the kernel options. I've verified that PF is
present and even rebuilt the kernel to be sure.

Has anyone else seen this behavior in 3.2c? All advice appreciated.
