Can't set advfs quotas to desired value

I have a couple of ~18GB advfs file sets, each in its own domain and
striped volume set.

I would like to alot 10GB soft and 15GB hard limits to the few users
allowed write access to this area. When I vedquota a user and enter the
values 10000000 and 15000000 for soft and hard limits, then exit the edit
session, I find that the user has, instead, been issued 1611392 soft and
2417088 hard. This occurs for entries for both file sets. As suggested in
a prior Summary to this list, I changed the rq,userquota,groupquota to
rw,userquota,groupquota in /etc/fstab. This did not make a difference.

What is happening here, and why can't I set the limits as I see fit?
