processor sets

I want to explore some possible benefits in using processor-
sets for a 2100 with 3 CPUs. The man pages are very
spartan and do not answer to following questions:

1. Can a processor-set be made in multi-user mode?

2. If a processor is to be added to a processor-set,
        what happens the processes currently
        running on it? Do they migrate to the
        other CPUs?
