Two quick questions

SysAdmins,

 1) Recently our building lost power for about
    20 minutes. The Alphas had UPS's but would
    only last for 15 minutes. Because we rely
    heavily on NFS, the machines were locked-up.
    What key combination/sequence can be used to
    access a promt on order to shut the machines
    down gracefully?

 2) We have an Alpha 2100 server with two
    processors. When a cpu-intensive job
    is submitted it takes the first processor.
    When more cpu-intensive jobs are submitted,
    they share the second cpu - meanwhile the
    first job continues to hog the first processor.
    Is there a way to share cpu-percentage amongst
    all the jobs (i.e. swap jobs) instead of letting
    the first job have a processor all to itself.
