How to set up user quotas on DEC Unix?

Hello All,

We have Digital Unix v2.0 running on a DEC Alpha 3000/300.
We want to enable user quotas on the home partitions.
We do not have ADVFS running currently.

Queries:

1. Is it possible to have quotas -
                a. without making changes in kernel config. files and
                   recompiling kernel?
                b. without ADVFS?

2. If the answer is 'no' because of -
                a. [a] above, please mention the changes required to be made
                   to config. files to accomplish that.
                b. [b] above, how to upgrade to ADVFS and what to do after th
at?

3. If the answer is 'yes', what are the steps to be taken to enable
   quotas (i.e. which of the commands "setquota", "quotactl" or
   "quotaon" will be necessary to set that up?)
