Getting CAP under OSF/1 to recognize router

I am new to this Columbia Appletalk Package. I have built it successfully
under OSF/1 3.2C. I am using the Native EtherTalk mechanism with aarpd. I
have a Cisco router acting as an AppleTalk router, with a zone name of
"UML-cs", cable range of 13501-13501, and an address of 13501.202.

When I run aarpd as "aarpd tu1 UML-cs", and then run atis, I don't seem to
receive any information from the router (no RTMP packets I guess), and
getzones reports "warning: no appletalk router found on network". The
/etc/etalk.local file contains a bunch of zeros and default values.

Can anyone who has gotten CAP to work on their OSF/1 server help me out?
