Job Queues on OSF

Can anyone provide information on setting up a single-threaded execution
queue on OSF (3.2)?
The function would be similar to an lp queue (or a VMS batch queue with
/job_limit=1) - allow any number of jobs to be spooled, but run them one
at a time (FIFO).
