root account settings

I was just wondering -- Sometimes a bad thing to do in the case of Digitial Unix...

Why can't you set the "root" account values to be different? i.e., I want to give
root a home directory of "/root" instead of "/" in order to avoid files being
placed in ? that do not belong their. When I run vipw it complains that I
mangled the temp file and does not replace /etc/passwd. If I run vi and
make the change myself, it still refuses to set the home directory when I log in
as root, it always leaves it at "/".....
