Dealing with (preventing) stolen TCP/IP addresses

Howdy!

Sorry about the amount of traffic, I'm cross posting this message on
Alpha-OSF-Managers, CUMREC, and BC-Colltec. This problem is just scrambling our
network.

We've got a number of Class C addresses at our institution and are installing
TCP/IP stacks on just about every available computer lab alpha and PC around.

Unfortunately, we've been experiencing trouble with PC's IP addresses 'suddenly'
changing. Ask as we might, it seems noone is 'aware' of how these get changed. I
guess that little foray into the editor just slips the mind so easily...

How does your site handle distribution of IP addresses (perhaps you use BOOTP)
and how do you ensure that the IP address doesn't float? A larger issue (now
that laptops with 10-BaseT PC-Cards are so ubiquitous) is how do you prevent a
visitor from plugging in to your network with his 'borrowed' IP address?
