I ran the inncheck program and this is what I got:
# ./inncheck

/newslib/hosts.nntp:0: mode 0, should be 440

/newslib/moderators:0: mode 0, should be 444
/newslib/newsfeeds:0: mode 0, should be 444
/newslib/newsfeeds:0: ME entry accepts all incoming article distributions
/newslib/nnrp.access:0: mode 0, should be 440
/newslib/nntpsend.ctl:0: mode 0, should be 440
/newslib/overview.fmt:0: mode 0, should be 444
/newslib/passwd.nntp:0: mode 0, should be 440
I checked the permissions of each of these files and they are correct.
Regardless, I executed the appropriate 'chmod' command on each one of them, and
ran inncheck again, with the same result.
Clearly something is fubar'd. I might be related to that fact that I have
/newslib as a symbolic link.
