There are three workarounds and two possible causes. The
three workarounds are:
make /tmp a real directory
copy the /tmp file to /etc/sysconfigtab
edit /etc/sysconfigtab manually
The two possible causes are:
It's a bug, as it ought to work but fails under this condition.
It's a feature, as it preempts race conditions in /tmp which
could be exploited.
